What to do — in this order
Decide keep vs. return. If you paid over ~$100 thinking it was a Samsung, it's counterfeit — eBay / Amazon / PayPal disputes side with the buyer on fakes.
Security first — remove the stranger's account. Settings → Passwords & accounts → msnoto718@gmail.com → Remove account. Until then that person could remote-lock or wipe the phone.
Do NOT try Verizon or AT&T. Verizon already rejected it. Get a T-Mobile-family prepaid SIM (T-Mobile Prepaid or Mint starter kit, ~$10, nano size) at Walmart, Target, or a T-Mobile store.
Put the SIM in and test a phone call before buying a real plan.
If calls don't work, tell Ricky — he can try a hidden MediaTek VoLTE unlock.
If calls still fail after that, the phone is Wi-Fi-only: get a free Google Voice number for calls/texts, or return the phone.
